The COUNSTER team presented the project’s central theoretical contribution — a shift from the traditional government–insurgent dyad to a triadic government–NSAA–constituency framework — to colleagues at Bilkent University.
The presentation outlined how the project will identify attractive and repressive strategies governments use to target non-state armed actors’ constituents, and previewed the macro-level, micro-level, and expert-survey methodology that will test the framework across four conflict contexts.
